Recovery Procedure
Allotted Properties (Monthly Installments Mode)
Housing Wing HSVP (erstwhile Housing Board Haryana) generally allots residential flats and houses on a hire-purchase framework basis. For Economically Weaker Section (EWS) flats constructed for Below Poverty Line (BPL) / EWS targets within Private Licensed Colonies, 50% of the overall cost is recovered prior to the legal handover of flat possession. For all remaining standard categories—namely general Economically Weaker Section (EWS), Lower Income Group (LIG), Middle Income Group (MIG), and Higher Income Group (HIG)—40% of the total cost is recovered before possession is delivered, with the entire remaining balance structural cost gathered via monthly installments scheduled smoothly across a 10 to 13-year timeline.
Recovery frameworks are rigorously monitored through designated localized Estate Managers, who are legally declared as the Competent Authority under Chapter VI of the Haryana Housing Board Act, 1971, to execute regulatory recovery actions against defaulting accounts.
- The first monthly installment becomes explicitly payable in the immediate subsequent month following the issue timestamp of the official allotment letter (executable via offline or online modes).
- Installment values must be deposited by allottees directly into the specific banking institutions authorized by the Board (accessible via the online portal utilizing custom ID and password credentials).
- Strict Regulation: Cash deposits are absolutely not accepted inside any office of the localized Estate Managers.
- All recurring monthly installments are legally payable by the 10th day of each respective calendar month.
- In the event that a monthly installment is not successfully credited by the 10th day deadline, an immediate statutory Show-Cause Notice (Form ST-I) is issued by the presiding Estate Manager for the formal imposition of financial penalties.
- For total non-payment of dues extending up to the final day of the month or within the prescribed show-cause timeline, an operational penalty of up to 25% of the total amount due can be legally imposed by the Competent Authority.
Current Active Penalty Escalation Schedule:
- When an allottee account remains in deep default spanning more than 4 months, formal eviction proceedings are automatically initiated against the occupant.
- Following the formal execution of structural eviction orders, physical possession of the housing unit is reclaimed by the department in due course of law, utilizing police department assistance.
- Legal appeals targeting penalty imposition orders or eviction mandates can be submitted directly to the Deputy Commissioner of the concerned District within a strict window of 30 days from the order date under Section 54 of the Haryana Housing Board Act, 1971.
- Upon the successful verification of complete lump-sum clearances, all matching installments, and secondary auxiliary outstanding dues, a formal No Dues Certificate (NDC) is generated.
Properties Sold Via E-Auction
Properties put up for public bidding and disposal under the secure e-Auction digital asset management framework follow an independent financial settlement structure, managed via online payment schedules.
- Intending bidders must verify and deposit an Earnest Money Deposit (EMD) calculated at exactly 10% of the established reserve price during portal registration via verified online channels.
- Portal auction registration remains entirely Free of Cost for BPL and EWS applicants. A standard registration layout processing fee of Rs. 1,000/- + GST is charged for general pool.
- An amount completing 25% of the total successful bid price (calculated after adjusting the baseline EMD input) must be paid in full within a strict block of 30 days.

The remaining financial balance of 75% of the bid value can be remitted using one of two methods:
Option A: Lump-Sum Mode Option B: Installment Mode Payable within 100 days from the allotment letter date. Structured with 0% Interest. Split evenly across 6 half-yearly installments. Subject to a fixed 10% Interest rate. - Forfeiture Mandate: In the event that the required initial milestone amount is not successfully processed within the clear stipulated timeline, the earnest money deposit credited on account of EMD will be instantly forfeited.
