To access certain online features (such as applying for plots, checking allocation files, or bank portal integrations), you may be required to register and create a portal profile. You agree to:

• Provide accurate, current, and complete registration information during onboarding.
• Maintain the absolute confidentiality of your portal credentials, password hashes, and OTP codes.
• Be fully responsible for all activities, actions, or transactions conducted under your credentials.
• Notify the HSVP IT Cell immediately of any unauthorized access or security breach.

3. Online Payments and Billing

The HSVP portal integrates with authorized payment gateways to facilitate online water bills, sewerage charges, plot extension fees, and e-auction registration deposits.

• Transaction Fees: Any transaction processing fee or convenience charge applied by banking services is to be borne by the user.
• Payment Failures: HSVP is not responsible for failed transactions caused by connection drops, bank server issues, or card verification failures. Please verify with your card issuer or net-banking portal before retrying.
• Refunds Policy: Refunds or adjustments for duplicate payments are reviewed manually in accordance with HSVP Accounts Branch guidelines and are subject to validation checks.

4. Intellectual Property Rights

All materials and features on this portal, including but not limited to text, layouts, designs, graphics, forms, icons, logos, organization charts, and soft copies of guidelines, are the intellectual property of Haryana Shehri Vikas Pradhikaran and the Government of Haryana.

No portion of this site may be reproduced, copied, translated, or distributed for commercial purposes without obtaining prior written approval from the Chief Administrator, HSVP.

5. Access Restriction and Suspension

HSVP reserves the right, in its sole discretion, to terminate or restrict your access to this portal, or any portion thereof, at any time without notice, for reasons including:

• Violation of any of these Terms of Use or security standards.
• Providing false, misleading, or fraudulent documents during plot application or bank onboarding.
• Malicious actions that disrupt portal availability, including deploying crawlers, spiders, or scrapers.

6. Governing Law & Jurisdiction

These Terms of Use are governed by, and construed in accordance with, the laws of the State of Haryana and the federal laws of India. Any legal dispute, action, or claim arising out of or in connection with this portal shall be subject to the exclusive jurisdiction of the competent courts located in Panchkula, Haryana, India.
