About Housing Wing

The Housing Wing HSVP (erstwhile Housing Board Haryana) intends to provide Housing schemes for socially and economically weaker sections of society, namely Below Poverty Line (BPL), Economically Weaker Section (EWS), Lower Income Group (LIG), Medium Income Group (MIG), and High Income Group (HIG). Since inception in 1971, the wing has constructed 95,969 houses of different categories, out of which 75% (72,044) have been allocated specifically for the BPL/EWS/LIG categories.

During the 5-year period from 2014 to 2015, 20,207 houses were completed, with 93% falling under the BPL/EWS categories. Notably, 6,308 houses were constructed in 2019 alone. Eligibility Conditions

A tenement may be successfully allotted to an individual matching the prescribed category parameters subject to the following statutory rules:

E.W.S. and L.I.G. Categories
  1. The applicant must be a resident of Haryana, or working in the State of Haryana for at least six months on the application filing date, or an active employee of the Haryana Government, Central Government, Municipal Corporation of Faridabad, or any Board/Corporate Body operating under the control of the Haryana Government or Government of India, or an Ex-serviceman, or a retired Haryana Government Servant.
  2. The applicant must not own a residential property in Haryana, Delhi, or Chandigarh, either in their own name, their spouse's name, or in the name of dependent relatives including unmarried minor children. However, applicants owning an ancestral village property or holding an undivided share in rural/urban real estate remain completely eligible to apply.
M.I.G. and H.I.G. Categories
  1. Applicants applying under reserve classifications (namely Scheduled Castes, Handicapped, Blind Persons, Backward Classes, Freedom Fighters, Disabled Servicemen, War Widows, and Widows) must possess a valid domicile of Haryana.
  2. Applicants for whom specific reservation covers are extended under Regulation 7 must not own a home inside Haryana territory under their own name, their spouse's name, or under any dependent family member's registration.
Rules Applicable For All Categories
  1. The applicant must be a citizen of India.
  2. The applicant must have attained the age of majority at the time of processing the registration.
  3. An eligible person, their spouse, or any dependent family member cannot submit more than a single application under the specified scheme.
  4. Any applicant, spouse, or dependent relative who was previously allotted a House/Flat by the Housing Wing HSVP (erstwhile Housing Board Haryana) and subsequently transferred it to another person under the wing's transfer policies will be barred from registering for five years from the transfer processing date.
  5. Income configurations determining standard applicant eligibility are explicitly structured as follows:

  • Salary components incorporate Basic Pay, D.A., A.D.A., H.R.A. (amounts exceeding 10% of basic pay), C.C.A., assorted allowances, Special Pay, Interim Relief, Overtime wages/fees, Commission parameters, perquisites, and profits earned in lieu of or in addition to wages.

  • All spillover applications or leftover flats from the reservation pools are systematically diverted straight into the General Pool.
  • A distinct 33% reservation from the total aggregate flats/houses is rigidly allocated for solo or first-time women applicants.
  • * Reservation privileges for SC and BC pools are only obtainable by verified domiciles of Haryana possessing valid certificates issued explicitly by authorized competent state authorities.

Hire Purchase Scheme Framework

Financial adjustments and staged milestone processing under the standard Hire Purchase framework follow this recovery matrix:

Important Administrative Directives

  1. The official list organizing successful candidates is generated via a synchronized public draw of lots finalized within exactly six months from the structural closing date of the registration window.
  2. All registration applicants whose profiles do not secure selection during the public draw process will receive full refunds of their deposit sums without interest additions.
  3. The precise layout designation and assignment of specific individual homes are executed via independent draws of lots curated from the successful candidates pool post structural completion of real estate works.
  4. Applicants cannot claim interest payouts on earnest capital deposits where the Housing Wing HSVP (erstwhile Housing Board Haryana) completes flat allotment configurations or files a refund balance within a clear two-year block from registration closure. In cases passing past the initial two-year cycle, interest parameters mirroring standard nationalized bank savings account metrics will apply onto the capital deposits covering the period tracking from the two-year expiry timestamp down to the active day of refund or allotment.
  5. Exactly 10% of the financial capital deposited at registration will be immediately forfeited by the department if an applicant formally requests withdrawal or extraction of their application file prior to the flat layout assignment offer from the Board. Remaining balances will be returned without interest attachments.
